Italy rejects war.
Not just for simple pleasure.
Not just for looking pacifist or for fighting against weapons’ manufacturers.
Pacifists are not so many and Beretta and Finmeccanica flourish.
No, Italy rejects war in its constitution.
Italy rejects war because its ground rules are not able to support the virus of a systemic violence and it doesn’t want, too.
It's a different concept, it goes beyond the will of every singular person and it’s part of Italian people, until the constitution will remain as it is.
Nobody is authorized to begin a war, neither a worker nor an entrepreneur, an employee nor a politician,
No Italian citizen is authorized, even if he feels very close to God and above all judgments.
Italy rejects war.
Or it should at least.
Hence, I ask:
We have lent our military bases and ships to allow aircrafts to take off and bomb a close nation.
How could it be defined?
We have sent military advisers to one of the warring parties, what is this equal to?
We have sent our aircrafts in reconnaissance firstly and then bombing,
is that a sign of peace?
(The first official motivation for the bombardment is amazing: “We bomb, because otherwise we would be excluded from France, U.S.A. and Britain.” Sincerely, congratulations!)
Isn’t this a war?
Why can’t we define it properly? What else are we waiting for?
A ground attack?
Isn’t this a violation of our constitution?
And why is it possible to trample on the founding principles of this nation without fear?
Of course, the merit has to be granted to Berlusconi.
In other times, everything would be different: who has said that “we’ll never bomb Libya” on April 16th
And then has stated quite the opposite on April 26th
He would be defined a clown
In the past, we would define schizophrenic a person who has firstly said: “I did not want to call Gadhafi IN ORDER NOT TO BOTHER HIM”
and who then has decided to attack Libya with aircrafts.
And pay attention: we are not talking about events happened centuries ago but just a few weeks ago.
Finally, how can we forget the Friendship Treaty between Italy and Libya?
The Friendship Treaty has been signed by Gaddafi and Berlusconi on 30th August 2008.
Article number three of this fun paper states:
Article 3
Refraining from threatening or using force
The Parties engage in not resorting to threats, use of force against the territorial integrity or political independence of the other Party or any other form of attack incompatible with the Charter of the United Nations.
I have the feeling that Gaddafi would have preferred a phone call, even if with the risk of being disturbed.
In other times we might have had other presidents of the council.
And perhaps these presidents would be less similar to clowns.
But don’t deceive ourselves.
It is impossible to make the constitution useless without the connivance of many.
Both the opposition and the "super partes"
Napolitano – the president of our republic – and Bersani – one of the most important opposition leaders – agree on the desirability of bombing.
Napolitano dares to declare that the bombing is “a natural development of the Italian choice”
He is not stupid, he is just in bad faith; he states also that “raids are in accordance with guidelines set by the Supreme Defense Council, chaired by me and then backed by broad consensus in Parliament”
And this means that it is not necessary a further vote.
And finally he concludes with style: “We couldn’t remain indifferent to the murderous reaction of Colonel Gaddafi in Libya”, therefore he takes for granted the “Italy's adherence to the judgment and instructions of the UN Security Council and to the plan of action of the coalition under the leadership of NATO”
According with Napolitano's speech, I would suggest to read the UN resolution
The no-fly zone is NOT a green light for the bombing.
And the protection of civilians assured by bombing is to be verified.
For instance, Emergency don’t believe that bombing can aid.
Napolitano, who should obviously be the guarantor of the Constitution, skates over the Article 11.
“Art. 11
Italy rejects war as an instrument of aggression against the freedom of other peoples and as a means for the settlement of international disputes. Italy agrees, on conditions of equality with other States, to the limitations of sovereignty that may be necessary to a world order ensuring peace and justice among the Nations. Italy promotes and encourages international organizations furthering such ends."
Under the geopolitical point of view, nothing complex has happened:
As long as he could, Berlusconi tried to support Gadhafi, his friend and dictator.
Even when the war had started, he tried to be condescending not to clash with him.
The unique difference between how Berlusconi behaves now and what he has done in previous governments is the ostentation of the friendship between the Libyan Rais and the Italian one; and this has happened because the link between Italy and Libya is also economic (about one third of Italian oil comes from Libya)
This is a very important detail.
During the progress of the operations, Berlusconi has got jammed in several obligations:
satisfy the allies, don’t lose all the possibilities to be with the winner of the Libyan conflict (anyone he would be), don’t lose credibility in Italy, don’t lose the alliance with the “Lega Nord”.
And finally we had to lend our aircrafts to actual bombing.
The bombing practice is not so much far from the international standard:
“Bomb firstly and then discuss”
At the end, everything seems a language pun.
We protect civilians by shelling.
And our friends become bloodthirsty dictators to be eliminated within a few days.
It should also be told that this operation has a colonial aftertaste.
In comparison with the colonialism, this operation has certainly lost the "grandeur" that characterized the colonialism. The choice of Berlusconi is forced.
But they have the same acts of propaganda and the same economical motivations due to the Italian inability to re-establish its international deals in a more balanced way.
Supporting a dictator, although it is quite common among Western democracies, requests to pay attention.
At this moment, Italy finds that hard, too.

L'Italia ripudia la guerra.
Non per semplice diletto.
Non per il gusto di sembrare pacifista o per fare sgarbi ai produttori di armi.
I pacifisti non sono molti e la Beretta prospera.
No, l'Italia ripudia la guerra costituzionalmente.
L'Italia ripudia la guerra perché la sua ossatura di norme fondanti non è capace e non vuole sopportare il virus della violenza sistemica.
E' un concetto diverso che esula dalla volontà dei singoli e che, fintanto che la costituzione resterà tale, investe il popolo italiano.
Non un singolo individuo, sia esso operaio o imprenditore, impiegato o politico, è libero di iniziare una guerra.
Nessun cittadino italiano, per quanto possa considerarsi vicino a dio e al di sopra di ogni giudizio, è libero di fare ciò.
L'Italia ripudia la guerra.
O almeno dovrebbe.
Allora io mi chiedo:
Mettere a disposizione le proprie basi militari e navi per far partire aerei che andranno a bombardare una nazione vicina come potrebbe essere definito?
Inviare consiglieri militari a una delle due parti belligeranti
a cosa equivale?
Mandare i propri aerei prima in ricognizione e poi a bombardare
è un gesto di pace?
(è straordinaria la prima motivazione ufficiale dei bombardamenti: "bombardiamo perché altrimenti verremmo esclusi da Francia, Usa e Gran Bretagna". Davvero complimenti!)
Questa non è guerra?
Cos'altro aspettiamo per definirla tale?
Un attacco di terra?
Questa non è una violazione della costituzione?
E' perché in questo momento è possibile calpestare senza paura i principi fondanti di questa nazione?
Il merito naturalmente è da concedere a Berlusconi.
In altri tempi non sarebbe stato difficoltoso definire pagliaccio un uomo che il 16 di aprile dice che "non bombarderà mai la libia" e il 26 afferma esattamente il contrario.
In altri tempi non sarebbe stato neanche fuori luogo dare dello schizzofrenico ad una persona che prima dice di "non voler chiamare Gheddafi perché NON LO VUOLE DISTURBARE" e poi decide di inviare aerei per bombardare la Libia.
E attenzione che non parliamo di secoli addietro ma di poche settimane.
Infine come dimenticare il trattato di amicizia Italia-Libia?
Trattato firmato da Gheddafi e Berlusconi il 30 agosto del 2008.
L'articolo tre di questo divertente documento recita:
Articolo 3
Non ricorso alla minaccia o all'impiego della forza
Le Parti si impegnano a non ricorrere alla minaccia o all'impiego della forza contro l'integrità territoriale o l'indipendenza politica dell'altra Parte o a qualunque altra forma incompatibile con la Carta delle Nazioni Unite,
Ho la sensazione che forse Gheddafi avrebbe preferito una telefonata, anche a rischio di venire disturbato.
In altri tempi insomma forse avremmo avuto altri presidenti del consiglio.
E forse questi presidenti del consiglio sarebbero stati meno assimilabili alla figura dei clown.
Ma non illudiamoci.
Non si svuota di significato la costituzione senza la connivenza di molti.
Sia all'opposizione sia in ruoli "super partes"
Napolitano, il nostro presidente della repubblica e Bersani, uno dei più importanti leader d'opposizione si trovano a concordare sull'opportunità di bombardare.
Napolitano addirittura si concede di dichiarare che i bombardamenti sono "il naturale sviluppo della scelta italiana"
Non essendo stupido, ma solo in mala fede, dichiara anche che i "raid rispettano la linea fissata nel Consiglio supremo di difesa da me presieduto e quindi confortata da ampio consenso in Parlamento"
E con questo implica la non necessità di un voto.
E infine conclude dicendo, con grande stile, che "Non potevamo restare indifferenti alla sanguinaria reazione del Colonnello Gheddafi in Libia", giudicando quindi scontata "l'adesione dell'Italia al giudizio e alle indicazioni del Consiglio di Sicurezza delle Nazioni Unite e al piano di interventi della coalizione postasi sotto la guida della Nato"
Inviterei dunque, seguendo le parole di Napolitano, alla lettura della della risoluzione ONU
La zona di interdizione al volo NON è un via libera ai bombardamenti.
E la protezione dei civili raggiunta per mezzo dei bombardamenti è tutta da verificare.
Emergency, ad esempio, non è convinta che bombardare aiuti.
Napolitano che dovrebbe essere garante della Costituzione ovviamente si tiene lontano dall'articolo 11.
"Art. 11
L'Italia ripudia la guerra come strumento di offesa alla libertà degli altri popoli e come mezzo di risoluzione delle controversie internazionali; consente, in condizioni di parità con gli altri Stati, alle limitazioni di sovranità necessarie ad un ordinamento che assicuri la pace e la giustizia fra le Nazioni; promuove e favorisce le organizzazioni internazionali rivolte a tale scopo."
Dal punto di vista geopolitico non è successo niente di complesso:
Berlusconi, fino a quando ha potuto, ha cercato di sostenere il suo amico dittatore.
Anche a guerra iniziata ha tentato di mantenere un profilo basso per non inimicarselo in modo manifesto.
La differenza tra la linea di Berlusconi adesso e quelle dei precedenti governi, dato il legame anche economico tra Italia e Libia, è stata l'ostentazione di amicizia tra il rais libico e quello italiano.
Un particolare che comunque ha pesato.
Col progredire delle operazioni lo stesso Berlusconi si è trovato imprigionato tra diversi obblighi:
soddisfare gli alleati, non perdere tutte le speranze di poter dialogare con il vincitore del conflitto libico (chiunque fosse), non perdere credibilità in Italia, non perdersi gli alleati della lega.
Alla fine siamo arrivati a offrire gli aerei per dei veri e propri bombardamenti.
Questa prassi, bombardare, non si allontana molto dallo standard internazionale:
"prima bombarda e poi discuti"
Comunque sembra tutto un gioco linguistico.
Proteggiamo i civili bombardandoli.
E i nostri amici diventano dittatori sanguinari da eliminare nel giro di pochi giorni.
Va aggiunto che questo intervento ha un retrogusto coloniale.
Del colonialismo perde certamente quella "grandeur" che lo caratterizza. La scelta di Berlusconi è forzata.
Ma mantiene, oltre i gesti di propaganda, come causa una spinta economica dettata dall'incapacità italiana di riformulare i propri legami internazionali in forme più equilibrate.
Appoggiarsi ad un dittatore, per quanto sia un esercizio frequente delle "democrazie occidentali", necessita di attenzione.
L'Italia in questo momento non è capace di fare neanche questo.
