The ferment of the 1960s provided opportunities for critical analysis of the institutions of industrial society and the imperial consensus, and some limited possibilities for popular participation in social planning. The dogmatic refusal to analyze American foreign policy by the standards applied to all other powers no longer stifles discussion. With the weakening of ideological controls, radicals are no longer virtually excluded from academic life?-a development which leads to the cry that the left has taken over the universities, just as proposals for limiting the ?defense? budget are described as a call for unilateral disarmament.
