Wikipedia has a nice feature by which you can click the small back triangle on the top of each table cell and it will sort it by those values in that cell.
The damage each country does to the other countries of the world can be measured by the average borrowing of each person of that country. Please click on the small black arrow on the second last column of that table.
According to Marx, the state of the development of a country can discovered by finding the status of women in that country. The correct way to measure that is by measuring IMR (infant mortality rate= children deaths per 1000 births).
Necolonialism parameter
We can define this parameter:
Necon = IMR × External Borrowing in US$.
Necon has the same dimension as the US dollar (no pun intended).
Let us compare some countries:
Luxembourg: Borrowing per person: US$ 3,696,467 No. of children deaths per 1000 born: 2 Neocon = (2/1000) × 144,338 = 7392 United Kingdom: Borrowing per person: US$ 144,338 No. of children deaths per 1000 born: 5 Neocon = (5/1000) × 144,338 = 722 Switzerland: Borrowing per person: US$ 154,063 No. of children deaths per 1000 born: 4 Neocon = (4/1000) × 154,063 = 616 United States: Borrowing per person: US$ 47,568 No. of children deaths per 1000 born: 7 Neocon = (7/1000) × 47,568 = 333 France: Borrowing per person: US$ 74,619 No. of children deaths per 1000 born: 4 Neocon = (4/1000) × 74,619 = 298 Germany: Borrowing per person: US$ 57,755 No. of children deaths per 1000 born: 4 Neocon = (4/1000) × 57,755 = 231 Netherlands: Borrowing per person: US$ 47,172 No. of children deaths per 1000 born: 4 Neocon = (4/1000) × 47,172 = 189 Japan: Borrowing per person: US$ 19,148 No. of children deaths per 1000 born: 2 Neocon = (2/1000) × 19,148 = 38 Singapore: Borrowing per person: US$ 4194 No. of children deaths per 1000 born: 2 (lowest in the world) Neocon = (2/1000) × 4194 = 8.4 China: Borrowing per person: US$ 396 No. of children deaths per 1000 born: 22 Neocon = (22/1000) × 396 = 14.1 China: (22/1000) * 396 = 8.7 India: Borrowing per person: US$ 266 No. of children deaths per 1000 born: 53 Neocon = (53/1000) × 266 = 14.1 Ghana: Borrowing per person: US$ 274 No. of children deaths per 1000 born: 50 Neocon = (50/1000) × 274 = 13.7 South Africa: Borrowing per person: US$ 1,613 No. of children deaths per 1000 born: 55 Neocon = (55/1000) × 1,613 = 88.7 Zimbabwe: Borrowing per person: US$ 609 No. of children deaths per 1000 born: 59 Neocon = (59/1000) × 609 = 35.9 Uganda: Borrowing per person: US$ 85 No. of children deaths per 1000 born: 79 Neocon = (79/1000) × 85 = 6.7 Afghanistan: Borrowing per person: US$ 92 No. of children deaths per 1000 born: 136 Neocon = (136/1000) × 92 = 12.4
Minor Conclusion:
By comparing Singapore and India we can conclude that it is possible to bring the IMR of India from 53 down to 2 by borrowing more i.e., US $ 4000 more per person, which can push each individual in India above poverty line, however, since India is not a simple Orwell's city like Singapore, reaching that money to people will not be easy, without destroying feudalism in villages. United States performs worse than Europe as it has substantial immigrant population. One of the worst performer is South Africa: it performs worse than India in terms of IMR although it borrows six times more.
Major conclusions:
Neo-colonialism can be proved from this data by finding inverse correlation between Infant Mortality Rate and External Borrowing, i.e., by borrowing more you can become healthy. Of course, the persons who have wealth can borrow more since they have control over those financial institutions, lending rates, the currency rates etc. We have discovered a new necon parameter that roughly defines the neocolonialism nature of the country. You can say that a country that has neocon value greater than 100 as being colonialist country. Of course, the higher the parameter, higher its necon nature. The country with the highest Infant Mortality Rate is Afghanistan and it is clear from its neocon value of 12.7 that it is under severe neocon imperialism. Luxembourg, United Kingdom, Switzerland seems to be the main neocolonialist powers, with United States, France, Germany and Holland following them. Japan is not worth calling a imperialist power with a very low neocon parameter. The surprise is that United States is not the leader of the imperialist pack and it is the Luxembourg and United Kingdom. This could be to do with the fact that it carries internal burdens like state of Mississipi (whose IMR is above 11) and that fact that there substantial immigrant worker population. Of course, there multi-level substructures in neocolonialism that has similar structures within each of the country itself. These are broad indications about each country and doesn't include segments that are fighting against these necon structures. These necon substructures can be clearly discerned in South Africa and to a lesser extent in Zimbabwe.
